Washington Citizens Limiting the Power of the Federal Government
What is COS?
Convention of States is a non-profit organization founded with the intent of invoking article V of the U.S. Constitution to call a convention for proposing amendments that limit the power of the federal government. More specifically, the operative language in our legislation stipulates that amendment proposals be limited to three subject areas:
- Imposing fiscal restraints on the federal government.
- Limiting the power and jurisdiction of the federal government.
- Imposing term limits on federal government officials.
In order to trigger an Article V Convention, two-thirds of the states (34) need to pass legislation with substantively similar language calling for the convention. As of January 2023, we have passed the legislation in 15 states and have active teams in all 50 states pushing the agenda forward.
The Convention of States project was founded by Mark Meckler and Dr. Michael Farris in 2013. At around the same time, Mark Levin published “The Liberty Amendments” advocating the same mission which was instrumental in catalyzing interest in the project. Mr. Levin has been on the Legal Board of Reference for COS since its inception and has frequently promoted it on his radio and television shows. There is a laundry list of additional nationally prominent conservatives that endorse the project including recently deceased U.S. Senator Tom Coburn, Ben Shapiro, Texas Governor Greg Abbott, U.S. Senator Rand Paul, Florida Governor Ron DeSantis, and many others.

Who is COS WA?
State Director Bios:
In 2023, after seven years of being State Director, Eric Minor has chosen to step down. He is moving to his home in Idaho, and although he really enjoyed his work with Convention of States Washington he’s transitioning the role to Brenda Dutton, State Grassroots Coordinator and Naomi Schultz, District Captain of 19.
Brenda is a special education teacher in Spokane Washington. She started volunteering for Convention of States in October of 2021 as the State Grassroots Coordinator. In December 2022 she took on the role of Co-State Director. She accepted it because she was excited to empower her fellow Washingtonians to stand up for their rights. “I got involved in COS because I am fed up with government overreach in all areas! Our liberal state policies are ruining schools, cities, and now they are coming after our kids. Enough is enough! We have a country to save!”
Naomi Schultz was born in Washington but moved to the desert most of her life, being able to move back only in 2017. She was very excited to return to the beautiful green pines and shining waters only to find utter frustration in all the political control and over-regulation that plagues Washington. Being a country girl, her husband and kids moved with her to start a dairy farm, but were unable to because of all the rules and regulations that apply. In 2020 she found solace in trying to find other allies against big government and became a District Captain in District 19 (Longview to Long Beach) in April of 2022. She is a mother of four, her two youngest she homeschools and works as a cheesemaker as her day job (but it’s a labor of love). She joined Brenda as Co-State Director in December of 2022.
Together, they are very excited to organize events and do what is necessary to get Washington active. Their first goal (and possibly most ambitious) is a District Captain in every district!

Where Are We in Legislation?
The 2023 Session began on January 9th and through the incredible efforts of Eric Minor (Co-State Director) and Kira Gilbert (New Legislative Liaison) we were able to get sponsors in the House and Senate. Senator Ann Rivers is our Primary Sponsor in the Senate and Representative Paul Harris is our Primary Sponsor in the House. So far, we have a total of 25 signers in the House and 8 in the Senate.

Convention of States Action Washington Grassroots Volunteers
The COS Resolution has been filed in the Washington State House of Representatives! HJM 4002 was introduced by our primary sponsor, Representative Paul Harris, for Washington to join the 19 states calling for a convention of the states.
HJM 4002 has landed in the House Committee on State Government & Tribal Relations. Please ask the committee members to give us a hearing on this important resolution. TAKE ACTION. There are a variety of roles that grassroots volunteers can undertake within Convention of States that can give you the opportunity to share your talents along with your patriotic spirit. The core bread-and-butter role is the District Captain, leader of one of the 49 districts within Washington. In this role you would build a team of other dedicated activists, pushing forward the COS message through petition signing at events and interactions with local legislative representatives. Different talents and experience are greatly appreciated as new roles are available such as:
- Legislative Liaison: Develop a personal relationship with legislators and share your knowledge with other COS leaders.
- State Grassroots Coordinator: Your opportunity is to bring people together as they look for guidance and tools while volunteering for Convention of States.
- Social Media Warrior: Do you find yourself arguing the finer points of the Constitution on social media? This job might be for you! Or, if you enjoy posting updates and creating events for a community of like-minded individuals, this is an incredibly helpful role.
- State Videographer: Are you an amateur (or professional!) videographer ready to archive every memorable, history-in-the-making moment? This role is for you! We need someone who has the know how to video and post what’s happening right here in Washington State.
- State Content Writer: If you want to inspire others with your pen (or keyboard), as State Content Writer you will write articles about Convention of States, whether reporting on events or activities or unveiling government overreach in the dark corners of politics, your dedication can keep everyone up to date and well-educated on the facts.

COS Status/Progress
Convention of States legislation has been active in Olympia since 2016. In 2016 our legislation had 8 sponsors in the House and 4 sponsors in the Senate. In the 2017-2018 biennium, we increased that number to 16 in the House and 15 in the Senate. In 2019-2020, we nudged that further to 21 in the House and 14 in the Senate.
While 35 legislators as sponsors, out of 147 total, gave us a very impressive percentage of nearly 25%, it wasn’t enough to get us progress through the committee process and onto the floor in either chamber.
We believe the goals articulated in our legislation (propose amendments imposing fiscal restraints, limiting power, and imposing term limits at the federal level) to be bi-partisan in nature. However, the reality on the ground is that we haven’t enjoyed success bringing on board many Democrat sponsors and with Democrats controlling both chambers, we haven’t been able to secure hearings in committee en route to a vote on the floor in either chamber.
While we have been stymied thus far getting our legislation passed in Washington (we have passed in 19 states nationwide), we have made steady progress each biennium increasing our sponsor count. We will continue fighting the good fight to try to bring our message to Washington citizens and legislators. The COS WA PAC is envisioned as an additional tool we can deploy in this battle. With money we raise through the PAC, we can do more outreach and events at the grassroots level and also provide support to legislators that share our values.
